Why am I being charged for an exam when I have the unlimited package?

Due to the requirement of the national boards, all members are only allowed two opportunities to pass an exam for each course.  Even with the unlimited package, if you fail the exam twice, you will be prompted to purchase additional credits to take the same course again.
